Chinese Pokémon pull rates: what the official odds charts say
The Pokémon Company's Chinese site prints each rarity group's share of the cards produced. How to read those odds for 28 products, and what they do not promise.
The short version
The Pokémon Company's Chinese site, pokemon.cn, prints a chart on the product pages of Simplified Chinese boosters and Gem Packs. It sorts the product's rarities into a few groups and gives each group's share of all the cards produced. A share times the cards in a pack is that group's average per pack: SR, SAR and UR together are 0.73% of the cards of a 5-card booster such as Dazzling Illusion, about one card per 27.4 packs, and 1.00% of its 20-card pack, about one per 5. On September 29, 2026 this site transcribed the charts of 28 products released from June 2024 to September 2026, and each has its own page under Chinese pull rates.
The English and Japanese pages for 30th Celebration, the one product we compared, carried no odds when we read them on September 28, 2026. The charts also say less than they may seem to: a share covers a whole group, so no chart gives the odds of a single card, and beyond the cards and foils in each pack and a few promises stated in words, nothing is promised for any one pack or box. The figures describe the Simplified Chinese printings only, and this site has no price data for Chinese cards.
Where the charts are and what 生产配比 means
Each chart is an image on an official product page (Collect 151: Journey's is on the official Collect 151 site), usually titled 概率及种类说明, roughly "explanation of probabilities and types". On the booster charts, a line at the top gives the cards per pack and how many are foil. Below it, one column per rarity gives the number of different cards at that rarity, along a color bar running from 出现概率高 ("appears more often") to 出现概率低 ("appears less often"). The bottom row, 生产配比, gives each group of rarities one percentage; on the booster charts a group usually spans several columns, while on the Gem Pack charts most groups are a single rarity.
A footnote defines the term: 生产配比 is 该类型生产量占总生产量的比例, "this type's production as a share of total production". The footnote does not say production is counted in cards, but the charts bear that reading out. In every pack that holds a fixed number of non-foil cards beside its foils, which covers 20 of the 28 products, the first group, Commons and Uncommons, equals the non-foil fraction exactly: 80.00% for 4 non-foils in 5 cards or 20 in 25, 70.00% for 14 in 20, 65.00% for 13 in 20, 66.67% for 4 in 6. The site checks that wherever it applies, and checks that every chart's shares add up to 100%, before working anything out from a chart.
The charts are images, so each was transcribed by two readers working independently and the readings compared number by number. The English product names are the site's translations, "Gem Pack" included, except 30th Celebration, the set's own English name.
From a share to an average per pack
The arithmetic is one line: share ÷ 100 × cards per pack is the group's average per pack, and its reciprocal is the "one per N packs" figure. Four examples:
- A 5-card booster. Dazzling Illusion (璀璨诡幻, March 2026) groups its 51 SR, SAR and UR cards at 0.73%: 0.0073 × 5 = 0.0365 per pack, about one per 27.4 packs.
- A 20-card booster. The same product's 20-card pack gives that group 1.00%: 0.01 × 20 = 0.20 per pack, one per 5 packs, against about 0.15 in four 5-card packs. The 20-card pack holds 6 foils in 20 cards, against 1 in 5.
- A Gem Pack's ★★★. Gem Pack Vol. 1 (January 2025) holds 4 cards, all foil, and gives its 18 ★★★ cards 2.17%: 0.0217 × 4 = 0.087 per pack, one per 11.5 packs. Its page gives 15 packs to a box, so a box averages about 1.3. Vol. 3 to Vol. 6 print 1.81%, one per 13.8 packs.
- 30th Celebration. The Chinese printing's 6-card pack, all foil, groups SAR, FUR and a column marked with a three-circle icon, 15 cards in all, at 1.00%: 0.01 × 6 = 0.06 per pack, one per 16.7 packs. The chart does not name the three cards behind the icon.
"One per 5 packs" is an average across all the packs produced, not a promise for any five packs. Nor is it quite the chance per pack: if a pack can hold two cards of a group, the chance that a given pack holds at least one is lower, and the booster charts do not say whether it can. In Gem Pack Vol. 1 the two coincide. Its page promises exactly one card of ★ or rarer per pack, and ★, ★★ and ★★★ come to 17.90%, 4.93% and 2.17%, exactly one card in four. No Vol. 1 pack can hold two ★★★ cards, so on the chart's figures about 8.7% of the packs produced hold one.
This site's product pages give an average per box only where the official page states how many packs a box holds: Gem Pack Vol. 1, the two enhanced packs and the 25-card Brave and Charming Stars packs.
What the charts do not say
The odds of any one card. A share belongs to a whole group, and no booster chart says a group's cards are printed in equal numbers. The charts of three of the four Collect 151 products show they need not be: among their Poké Ball and Master Ball pattern foils, each Pokémon card of three types is printed at 3 to 1 against each Pokémon card of other types, Fire, Lightning and Fighting in Collect 151: Gather (收集啦151 聚), Grass, Psychic and Darkness in Surprise, Water, Dragon and Colorless in Hope. The Chinese site does state equal printing for other items, such as the selected foils of the coin sets on the Dazzling Illusion page, each produced in equal numbers (每种等比生产), but never on a booster chart. Group sizes vary too: the ten boosters in the first row of the table below all print 0.73% and 1.00% for SR, SAR and UR, over 27 cards in Truth and Mystery and 59 in Chasing Glory Together. How a share divides among its cards is not published, so the site gives no single-card odds.
The rarest cards in a box. Only one page says anything about them, and what it says is the opposite of a guarantee. Brave and Charming Stars (勇魅群星, June 2024) gives the SR, HR, SAR and UR group of its 25-card packs 0.76%, an average of 0.19 per pack and about 1.1 per 6-pack box, and its page states that a whole box does not necessarily contain an SR or anything rarer, and may contain several ("不一定会出现SR及比其出现概率更低的卡牌。上述卡牌在每盒中亦有可能出现多张"). The 15 cards of ★ or rarer in a Gem Pack Vol. 1 box, below, follow from a promise made for every pack and say nothing about ★★★.
Anything beyond the promises stated in words. Beyond the cards and foils in each pack, three pages promise a particular kind of card in every pack. 30th Celebration's says every pack holds one of the 30 Pikachu cards ("在每一包“30周年庆典”补充包中,必定会封入30种皮卡丘卡牌中的1张"); on the chart a column marked with a Pikachu icon, 30 cards, sits in the first group, with the Commons and basic Energy, at 89.83%. Gem Pack Vol. 1's page says that of the 4 cards in each pack, 3 are ● or ◆ and 1 is ★, ★★ or ★★★ ("每一包的4张卡牌中,3张是●或◆稀有度,另外1张是★或★★或★★★稀有度中的其中1种"), so its 15-pack box holds 15 cards of ★ or rarer, and Vol. 2's page says the same in almost the same words. The pages for Vol. 3 to Vol. 6 make no such statement. From Time Immemorial's page also puts a voucher in every 5-card pack and an in-game code in every 20-card pack, neither of them a game card. Many charts add that cards are packed at random and that a whole case may not complete every card.
Three oddities in the source
Collect 151: Journey is printed two ways. The official Collect 151 site shows the 5-card chart of Journey (收集啦151 旅, January 2025) with 14.53%, 4.74% and 0.73% for its three foil groups on its desktop layout, and 16.30%, 3.00% and 0.70%, the figures the other three Collect 151 products print, on its mobile layout. There is no telling which is right, so the site shows both and works nothing out from either. The 20-card chart is the same on both.
Terastal Gathering's first group is not the non-foil share. Terastal Gathering (太晶盛聚, June 2026) packs 10 cards, 7 non-foil and 3 foil or 6 and 4, as its chart says. Its first group, 85.60%, covers the R foils as well as C and U, where the chart's cell borders fall, so it is larger than the non-foil share of either layout.
Older charts have no percentages, and pages change. The chart for 洪荒演武, a booster whose page is dated November 2023, has the same layout, with a card count for each rarity, but no 生产配比 row, and charts of that kind are left out. The earliest products listed are the two Brave and Charming Stars packs of June 2024, yet an archived copy of their page from May 24, 2024 shows the charts without the percentage row the page showed in September 2026. An archived copy of the Azure Sea Shadow page from September 9, 2024, eleven days before release, already has percentages. Every figure here is a chart as read on September 29, 2026, not necessarily as it stood at release.
China's blind-box guidelines and card packs
China's State Administration for Market Regulation issued guidelines for blind-box businesses in June 2023, 盲盒经营行为规范指引(试行), marked as a trial. Article 9 asks blind-box operators to publish key information prominently, the draw probability among it, before consumers buy. The definition of a blind box is generic, a random draw from a stated range of goods, and the text never mentions cards. The regulator's own explanatory note calls the guidelines guiding norms, and People's Daily described them in June 2025 as a guidance document that sets no penalties.
Two local market regulators and the China Consumers Association have treated card packs much like blind boxes all the same. In January 2026 the market regulator of Shanghai's Jiading district reported a warning and a fine for a company whose resealed My Little Pony card packs did not match their published probability, under consumer protection law rather than the guidelines. In May 2026 the China Consumers Association grouped cards with blind boxes and warned of "gambling-like" tendencies, and in June 2026 a consumer advisory from Beijing's market regulator criticized sellers who feature rare cards but do not publish draw probabilities clearly and truthfully.
We found no source that ties The Pokémon Company's charts to the guidelines. The order of events is all we have: in December 2022, two months after Simplified Chinese cards went on sale in mainland China, the 21st Century Business Herald used them as its example of a card product that gave only a rarity reference table; the guidelines followed in June 2023; the 洪荒演武 chart, on a page dated November 2023, had no percentages; percentages appear by September 2024. Timing does not show cause. Some English-language sites say Simplified Chinese products are legally required to print their odds. None we read cites a specific law or regulation; one puts the rule down to "Chinese gambling regulations" without naming any. The national text we found that asks for draw probabilities to be published is the 2023 guidelines, which do not mention cards, and the one penalty we found, in Jiading, was for packs that did not match the probability published for them, not for a failure to publish. Some also say the rates are printed on the box; we have not seen a box, and the figures here come from the product pages.
How this differs from English and Japanese odds
30th Celebration, released worldwide on September 16, 2026, allows a direct look. The Chinese page prints the chart described above. The Pokémon Company's English page for the set, as read on September 28, 2026, gives no odds and says the Pikachu cards in its interactive preview "do not reflect, affect, or indicate the contents, odds, pull rates, or distribution of cards in any physical Pokémon TCG booster pack". The Japanese page, read the same day, says cards are inserted at random (カードはランダムに封入されています) and that every pack holds a Pikachu card, with no rates.
This site's English pull rates are a different kind of number: pack-opening counts, TCGplayer's and community ones, gathered by a third-party pull-rate calculator, with the site taking the midpoint of each range. The methodology page names the source, and how Pokémon TCG pull rates changed, 2023 to 2026 explains how those counts are made. The English rates estimate what openers found, tier by tier; the Chinese figures are what the maker says it produced, group by group. The site has no pull rates for Japanese sets. The English 30th Celebration pull rates describe the English printing only, the two are not interchangeable, and no Chinese figure enters the site's English pull rates, its expected values or any of its prices. The pull-rate board lists the English rates set by set.
The 28 products side by side
Each name opens the product's page, with every group and, except for Journey's 5-card chart, its average per pack. The rarest group, the last on each chart, is not the same rarities from row to row, so the table compares how often each product's own top group turns up, not the same kind of card.

What changes and what stays
This guide quotes no prices. What can date is the list of 28 products and each chart as read on pokemon.cn on September 29, 2026; the finding, from pages read on September 28, 2026, that the English and Japanese 30th Celebration pages give no odds; and the standing of the 2023 guidelines, and how regulators treat card packs, as sources up to June 2026 describe them. No live block on this page carries them; the Chinese pull rates page lists every product the site has transcribed, with the date of transcription.
The shares, card counts, pack layouts and quoted promises are fixed for a printed product. They would change only if the Chinese site edited a chart, as it did at least once after a page first went up, or settled which of Journey's two printings is right; the figures in this guide would also change if a transcription error were found here. A later product would add a page without changing these. The site's English rates would change with a revised pack-opening count. The legal picture would change if the guidelines were made law, which a deputy to the National People's Congress proposed in March 2025, or if a source tied the charts to them.
Bottom line
The Chinese charts give each rarity group's share of all the cards produced, and a share times the cards in a pack is the group's average per pack: on average one SR, SAR or UR per 27.4 packs of a 5-card booster such as Dazzling Illusion, one per 5 of its 20-card packs, one ★★★ per 11.5 packs of Gem Pack Vol. 1. They give no odds for any one card, and nothing is promised for a pack or box beyond the cards and foils in each pack and the few statements described above; one page says outright that a box may hold no card of SR or rarer. They describe the Simplified Chinese printings only and are kept apart from the site's English rates, which are estimates from pack openings. We found no source that says why the charts are published.
