The short version

Prices in this guide are TCGplayer market prices as of October 4, 2026. Across 18 of the English sets with published pull rates released from June 2021 to July 2026, the packs it takes on average to pull one copy of a set's most valuable card cost 6.5 to 86 times that card's single price, with a median of about 23 times, at each set's cheapest price per pack. The low end was Mega Charizard X ex, a Phantasmal Flames Special Illustration Rare in a tier of five cards: about 400 packs, or $4,273 at the box price, against $653.70 for the single. The high end was the Mega Hyper Rare Mega Lucario ex from Mega Evolution, one of two cards in a tier that turns up once in about 1,260 packs: about 2,520 packs, $20,009 at the loose-pack price or $21,562 in boxes, against $231.74.

With every other card in those packs counted at the site's gross EV, before any selling fee, the pack route cost more than the single in all 18 sets, by 4.2 to 53 times the single's price. Thirty-six packs, the count in a booster box where a set has one, gave a 1.4 to 18.5 percent chance of the named card. Every figure takes the cards of a tier as equally likely, rests on estimated pull rates and prices raw Near Mint copies, and in nine sets the cheapest packs were loose packs, as the next section explains.

How the figures are built

Pull rates on this site are midpoints of published pack-opening counts, mainly TCGplayer's counts of 1,000 to more than 8,000 packs per set, so each is an estimate, and the rarer the tier, the wider its error (how pull rates are measured). The sources give one rate per tier, not per card, so packs per copy here is the tier's rate times its number of cards. That takes every card of a tier as equally likely, which the datasets do not verify.

Price per pack is the lowest among the set's booster box (36 packs), booster bundle (6) and loose booster pack, each at its market price divided by its pack count. Expected spend is packs per copy times that price, taken before rounding to the cent, and the table's last column divides it by the card's market price. Card prices are for raw Near Mint copies. A pulled card is not always Near Mint, and the site's working factor for a Lightly Played copy is 0.85 of the Near Mint price (the condition guide explains the grades).

In nine of the sets a loose pack had the lowest price per pack, with the widest gap against a booster box in Evolving Skies: $44.76 for a loose pack against $63.35 a pack in the booster box. A loose pack is sold without the sealed box or blister it was packed in, and the resealing guide covers resealed and searched packs. For those nine the table adds, in parentheses, the figure at the booster box price, or at the bundle price for Crown Zenith, Paldean Fates, Prismatic Evolutions and Ascended Heroes, which have no booster box. Neither does 151, whose bundle was its cheapest option.

This guide leaves out other sets released from June 2021 to July 2026 with published rates, among them Fusion Strike, Silver Tempest and Paradox Rift. Crown Zenith's Galarian Gallery comes in the same packs as the main set, so its cards count here. In Chilling Reign and Evolving Skies the source gives alternate-art cards a tier of their own, and the figures use it.

The multiple runs from 6.5 for Phantasmal Flames to 86.3 for Mega Evolution, with a median of about 23. With the box or bundle price in place of the loose pack, it runs from 6.5 to 93.0 with a median of about 26. Crown Zenith and Evolving Skies move the most, from 50.5 to 71.8 and from 36.5 to 51.7.

What sets the multiple

Four numbers decide it: how many cards share the tier, the tier's rate, the price per pack and the card's own price.

Tier size. Phantasmal Flames has five Special Illustration Rares at 1 in 80 packs, so a named one takes about 400 packs. Prismatic Evolutions has 32 at 1 in 49. Its tier turns up more often, yet a named card in it takes about 1,568 packs, nearly four times as many. Ascended Heroes has 22 at 1 in 88.5, about 1,947 packs per named card. High single prices held those two multiples to 16.5 for Umbreon ex at $1,326.66 and 24.0 for Pikachu ex at $926.12.

Tier rate. The Mega Hyper Rare tier runs from 1 in 975 to 1 in 1,400 packs in five of the six Mega Evolution series sets here, and 1 in 540 in Ascended Heroes. All six sets print a Pokémon as both a Special Illustration Rare and a Mega Hyper Rare, and in every pair named here the Mega Hyper Rare carried the higher multiple, whichever single cost more: Mega Lucario ex 86.3 against 46.1 times, Mega Gardevoir ex 106.7 against 46.6, Mega Charizard X ex 57.8 against 6.5, Mega Dragonite ex 61.8 against 42.7, Mega Zygarde ex 65.7 against 50.9, Mega Greninja ex 39.1 against 18.3 and Mega Darkrai ex 47.4 against 19.9. Of these seven pairs, only Ascended Heroes' Mega Dragonite ex took fewer packs per copy as a Mega Hyper Rare, about 1,080 against 1,947, and its single was $199.29 against $519.58.

Price per pack. The cheapest price per pack ran from $4.82 in the Perfect Order box to $44.76 for a loose Evolving Skies pack, over nine times as much. Perfect Order's Mega Zygarde ex takes about 1,400 packs, not far from the 1,568 for Umbreon ex, but those packs come to about $6,750 against about $21,874.

The card's own price. Every card in a tier shares the same expected spend. All five Phantasmal Flames Special Illustration Rares come to about $4,273 in packs: 6.5 times the $653.70 Mega Charizard X ex, 220 times the $19.39 Dawn and 260 times the $16.42 Mega Sharpedo ex. Across the five most valuable cards of all 18 sets, 90 cards in all, the multiple runs from 6.5 to 260, and Mega Charizard X ex is the only one under 10. For one of them, Chilling Reign's Snorlax #224, the source lists no Rare Secret rate in that set, so the site uses the era average of 1 in 100.

Counting the other cards

The expected spend leaves out everything else in those packs. On average they hold one copy of the named card plus all the other cards those packs contain, and the set's gross EV per pack covers them all: the hit tiers at their raw market means and the other slots at a capped baseline that counts plain commons and uncommons at half their mean price. So the pack route costs more than the single by the pack count times the gap between the price per pack and the EV per pack.

In Phantasmal Flames, 400 packs at $10.68 cost about $4,273 and hold on average about $1,522 of cards at about $3.81 a pack, one Mega Charizard X ex among them. Counting everything, the pack route cost about $2,751 more than the $653.70 single, 4.2 times its price.

Across the 18 sets that extra ran from 4.2 to 53.4 times the single, with a median of about 12.7, or from 4.2 to 60.1, with a median of about 15, at box or bundle prices. In dollars it ran from about $1,048 for Gastly in Temporal Forces to about $70,481 for Umbreon VMAX at the Evolving Skies loose-pack price. The cards offset from about 16 percent of the spend, for Evolving Skies loose packs, to about 55 percent, for the Temporal Forces box; each figure is that product's EV ratio.

For a reader who sells the other cards, the extra is a floor, because the values are counted before selling fees, shipping and supplies; for one who keeps them it runs somewhat high, since the baseline counts plain commons and uncommons at half price. eBay charges sellers roughly 13.25 percent plus $0.30 per order on trading cards, and the median card in 17 of the 18 sets was priced between $0.16 and $0.31 (Paldean Fates, at $2.64, is the exception). The site's net EV, which takes off a 15 percent fee and $1 of shipping for each card at $1 or more and counts cheaper cards as bulk at about two cents, put the Phantasmal Flames box at $90.86 against $137.00 gross. In eight of the sets the EV also fills tiers the source gives no rate for, such as Double Rares, with the era average, marked on each set's pull-rate page; none of the 18 most valuable cards sits in one. How sealed EV works covers the method.

One box against the average

The expected spend is an average over many openers. The pull-rate guide puts Mega Charizard X ex near 1 in 400 packs and about a 9 percent chance in 36 packs, and the spread around that average is wide: an even chance takes about 277 packs, close to eight boxes, and a nine-in-ten chance about 920, close to 26. That shape follows from the odds alone, taking each pack as an independent draw, which the rates do not verify for a box, so it holds for every card here: the even-chance count is about 69 percent of the average, the nine-in-ten count about 2.3 times it, and at the average count the chance is near 63 percent, so over a third of openers need more packs than the average.

Across the table, the chance in 36 packs ran from about 1.4 percent for the Mega Hyper Rare Mega Lucario ex to about 18.5 percent for the Obsidian Flames Charizard ex. On those odds, about 81.5 percent of Obsidian Flames boxes would hold no copy of it. An opener whose first box holds one has paid $372.18; one who needs 406 packs, the nine-in-ten mark, has paid about $4,197 at the box price, against an average of about $1,830. Nine-in-ten odds take about 4,309 packs for the Evolving Skies Umbreon VMAX, about 120 boxes, and about 5,801 for Mega Lucario ex, about 161 boxes.

A whole set instead of one card

For a whole set, the comparison is the EV ratio, which gives what a product's cards hold on average across every tier, and the complete-a-set totals, which give one copy of each card as singles. The sealed EV board ranks English booster boxes, Elite Trainer Boxes, booster bundles and loose booster packs by that ratio, and booster boxes ranked by EV reads it box by box.

In all 17 sets whose most valuable card is in the main card list, the expected spend for that one card was more than one copy of every card in the set cost at market, one printing each: from about 1.9 times in Temporal Forces to about 13.7 times in Mega Evolution at its loose-pack price, or 14.7 times at its box price. Crown Zenith is left out because its top card is in the Galarian Gallery, which the site files as a set of its own.

What changes and what stays

Every single-card price, set median, price per pack, expected spend, multiple, extra cost, EV figure and set total here is a TCGplayer market reading from October 4, 2026, and moves with the market. So does which card ranks as a set's most valuable, and with it the tier and odds the table names, and which product gives a set its cheapest price per pack. The live table above shows the booster box ratios each day, and the card and sealed product pages show their prices and EV.

The odds are lasting facts. Tier rates, tier sizes, packs per copy, the chance in 36 packs and the pack counts for even and nine-in-ten odds follow from the published rates and each set's card list, not from prices. They would change if the site revised a set's rates from larger pack counts, or if a source published per-card rates to replace the equal-likelihood assumption. Pack counts per product and each set's card list are fixed; only a catalog correction would change them.

Bottom line

At TCGplayer market prices of October 4, 2026, the average pack spend to pull the most valuable card of each of 18 English sets ran from 6.5 to 86 times its single price, with a median of about 23, and from 6.5 to 93 times at box or bundle prices. Tier size, tier rate and price per pack set the spend; the card's own price sets how that spend compares with the single. Counting every other card at the site's gross EV before fees left the pack route above the single by 4.2 to 53 times its price, or 4.2 to 60 at box or bundle prices, and 36 packs held the named card with a 1.4 to 18.5 percent chance. The rates behind every figure are on each set's pull-rate page and the pull-rate board.
